PORT DEVELOPMENT As a decision will have to be made on the policy regarding Harbour Piers, and as this policy will have to be agreed upon before 1945, when the existing pier leases lapse, the Commissioners would press on Government the importance of proceeding with a legal survey of the position; since it is obvious that an eleventh hour promulgation of policy in this important matter will set back the development of the Harbour. The Commissioners especially
consider it essential to the Colony that easy access with the widest facilities at cheap rates should be giren for the handling of goods. In the foregoing relation the Commissioners desire again to emphasize the imperative necessity for an immediate survey of the harbour.

PLAYING FIELDS. The primary object of the Playing Fields Committee, which reported in 1930 (Sessional Paper No.2 of 1930) was to find recreation areas, which it was generally considered were not adequate to the Colony's needs.
